The Treasurer works closely with the Chief Financial Officer to manage the financial success of Farm Credit East including analysis and recommendations to the executive team to develop successful strategic goals and decisions for the organization’s future. The Treasurer provides organizational and team leadership to meet the mission, vision, objectives, goals, and values of Farm Credit East.

Duties and Responsibilities:

Financial Management and Reporting

  • Develops, implements, and executes on Farm Credit East’s financial strategies & activities to maximize returns while minimizing financial risk and exposure
  • Manages a strategy that aligns with identified sources of Farm Credit East market risk
  • Manage interest rate risk to ensure minimal exposure and financial impact with changes in market interest rates.
  • Leads the analysis of existing and alternative customer interest rate pricing options & strategies
  • Evaluates longer-term equity positioning strategies including interest rate swaps and fixed-term investments
  • Analyzes and maintains capital management strategies for changing business strategies and longer-term growth opportunities
  • Develops & maintains methods for tracking revenues and operating expenses – including ongoing cost control analysis and reporting
  • Directs and monitors the accuracy and timeliness of financial and administrative records
  • Oversight of processing & distribution of Farm Credit East’s patronage programs

 

Financial Planning & Budgeting

  • Leads, manages and monitors Farm Credit East’s budgeting and financial planning processes
  • Collaborates with the leadership team to develop financial priorities
  • Leads the review, monitoring & updating of financial projections at the company and marketplace levels
  • Maintains & improves worksheets used in all areas of financial management, planning & budgeting

 

Strategic Leadership

  • Provides organizational and team leadership to meet and execute the mission, vision, objectives, goals, and values of Farm Credit East
  • In coordination with the CFO, participates in the development of the long and short term strategies, personnel, and financial decisions as it pertains to the finance, accounting & money desk functions
  • Provides financial leadership in the development of corporate direction, long term and short term strategies, personnel decisions and financial decisions and provides expertise when needed
  • Provides highly independent and assertive leadership perspective
  • Interacts with the Board of Directors and/or related Board Committees to provide information regarding areas of responsibility as needed
  • Communicates strategic direction and ensures efforts align
  • Develops & motivates team members and future leaders

 

Committee Participation

  • In coordination with the CFO, coordinates Farm Credit East’s Asset Liability Management Committee (ALCO)
    • Coordinating quarterly meetings of the ALCO to discuss policies, procedures and administration
    • Advising on Farm Credit East asset, liabilities, capital and pricing strategies consistent with Association financial objectives and policies
  • Prepares reports and presentations for the Board of Director’s, Audit Committee and ALCO

 

Internal Controls

  • In coordination with the CFO and the Internal Controls Manager, evaluates internal control processes within the finance and other areas, identifying and implementing process and procedure changes to improve the strength of internal controls
  • Work with all teams as the company considers additional ICFR strategies which may include an ICFR readiness assessment and move to an integrated audit
  • Coordinates responses to requests for information from internal and external auditors

 

Job Qualifications and Requirements:

  • This position requires a Bachelor's degree in Finance, Accounting or a related field
  • Experience as a Bank Treasurer or an equivalent combination of education and experience to perform the essential functions of the job
  • Certification in a related field preferred (CPA, MBA, CFA, etc.)
  • Salary range: $110,000-$130,000 commensurate with experience
